New Hires / Newly Eligible Employees – Add Participant

All New Hires / Newly Eligible employees should be added in the EUTF Benefits Administration System (BAS) via the Add Participant tool in the Employer Portal. Detailed instructions are available. Please contact your Human Resources Officer if you do not have access or are unsure if you have access to the Employer Portal.

New Hires / Newly Eligible Onboarding Steps in the EUTF BAS

Executive Branch Employers only need to complete step 1. The remaining steps are handled by the EUTF and the Employee.

Step 1 – Employer enters the employee’s information in the EUTF BAS via the Add Participant tool in the Employer Portal.
Step 2 – The EUTF BAS generates and Invite to Enroll letter and an EUTF staff mails the letter to the employee with instructions on how to enroll through the EUTF Member Self-Service Portal.
Step 3 – The employee has 45 calendar days from the date of hire to enroll in benefits and upload any required documents (hard copies will still be accepted at the preference of the employee). EUTF staff will review the enrollment request and supporting documents and mail a confirmation notice upon completion.

Benefits to Using the Add Participant Option Instead of the EC-1 Form

• The Add Participant tool eases the administrative burden on the employers and EUTF staff by reducing the distribution, receipt, review, submission, and inputting of EC-1 enrollment forms and supporting documents.
• The Add Participant tool expedites enrollment for the employees. Employees are able to review enrollment status and print proof of enrollment right from their computer or mobile device.
• Malama ka ‘aina – Using the Add Participant tool reduces hard-copy waste and our collective impact on the environment.
